Adds LocaleLint to the Localization section.
LocaleLint is a GitHub Action (and CLI) that validates iOS localization files (Xcode String Catalogs and XLIFF) in CI: missing translations, placeholder/format-specifier mismatches, and CLDR plural-category coverage. It posts findings as a single PR comment.
